Copies of these letters are also attached, and from them it
would appear that even if there were no question of Messrs.
Marty's liability the German Consul would disclaim all respon-
sibility in the matter.

As the French Consul has also repudiated
his responsibility, in a letter of which I enclose a copy, I
have the honour to suggest that the matter should be referred
to the Secretary of State for Foreign Affairs in order that
application may be made to the German Government as suggested Ao in your Despatch No. 235 of the 17th. July, 1901, in the
Ahrens case. Meanwhile the patient is likely to be a source
of considerable trouble and expense to this Government.
